The BitLicense, set out in 23 NYCRR Part 200, requires firms conducting virtual currency business activity involving New York or New York residents to hold a licence from the New York State Department of Financial Services (NYDFS). Covered activities include transmitting, storing, buying, selling and exchanging virtual currency for customers. Some firms operate in New York under a limited purpose trust charter instead.

NYDFS publishes the firms it has licensed or chartered, and it takes enforcement action against licensees. A BitLicense is specific to New York, so it says nothing about a firm's permissions in other states or countries.
