The Guiding and Establishing National Innovation for U.S. Stablecoins Act was signed into law on 18 July 2025. It limits the issuance of payment stablecoins in the US to permitted issuers, such as subsidiaries of insured banks and issuers approved by federal or state regulators, and requires them to hold reserves backing their stablecoins one for one.

The act treats permitted issuers as financial institutions under the Bank Secrecy Act, so they carry anti-money laundering obligations. For compliance teams, it adds a new category of regulated entity to confirm when stablecoins move between counterparties.
